Russell Seese, conservation staffer, charged with animal cruelty

GREENTOWN — Russell Seese, 26, of Greentown, Russell Seese, a resource conservationist with the Pike County Conservation District, has been charged with two counts of animal cruelty for duct taping his dog’s limbs and muzzle.

The dog was found at Seese’s residence in Green Township on Friday morning, March 29, by a Pennsylvania Humane Society police officer, a Pennsylvania dog warden, and the Pennsylvania State Police.

Humane Society Police Officer Marlene Metzger, employed by the Dessin Animal Shelter in Honesdale, filed misdemeanor and summary charges against Seese on March 5. The dog is currently under the care of a veterinarian.

Seese has been with the conservation district for about a year, a district spokesperson said. He holds a paid technical staff position responsible for erosion and sediment control, and for reviewing construction plans, the spokesperson said.
