Rally to end pet store dog, cat and rabbit sales
Animal welfare. Rally for Victoria’s Law, SB234 and HB1299, will be at 1 p.m. on June 21 in the Main Rotunda at the Pennsylvania State Capitol. Several speakers will give presentations at the event.
Pennsylvania animal advocates will rally to support SB234 and HB1299 – both also referred to as Victoria’s Law - on Tuesday, June 21 at 1 p.m. in the Main Rotunda at the Pennsylvania State Capitol. Revolution Philadelphia is an organizer of the event along with animal advocate, Suzanne Gonzalez. Speakers at the event will include:
Grace Kelly Herbert – President and co-founder of Finding Shelter Animal Rescue as well as Victoria’s “mom.”
Dr. Beth Mehaffey – Owner/veterinarian, Pennridge Animal Hospital in Bucks County and founder of Harley’s Haven Dog Rescue.
Suzanne Gonzalez – Animal advocate and organizer of the event.

Victoria’s Law (SB234 and HB1299) would end the sale of dogs, cats, and rabbits in pet stores across the Commonwealth of Pennsylvania. It would only permit adoption of rescue animals through pet store partnerships and require kennel licensing transparency on all dog sale advertising.
Victoria’s Law is named after Victoria, a German Shepherd who produced a confirmed 150+ puppies through 18 litters in ten years at a Pennsylvania puppy mill. Victoria had an incurable genetic, neurological condition, degenerative myelopathy, that she potentially passed down to her 150+ puppies. In February 2019, only sixteen months after her rescue, Victoria had to be humanely euthanized by her adoptive family due to the progression of her disease.
Suzanne Gonzalez, event organizer, recently said goodbye to her rescued, former breeding dog, Shelly. “Everyone is against puppy mills. They are horrible places that profit from animal suffering. Victoria’s Law would end the puppy mill to pet store pipeline.”
The event will be a press conference led by advocates for Victoria’s Law who want to see the bills passed and will end with a vigil in memory of Victoria and the other animals who have lived and are living a life of producing companion pets for profit for the pet store industry.
